    VA Blind Rehabilitation Service is offering a full-time competitive pay
    internship, in the Blind Rehabilitation Center, for professionals with
    at least a bachelor's degree.  Interns will participate in a 2-year
    formal training and development program designed to provide them with
    key skills and competencies to progress to more responsible and higher
    paying positions.

    Interns who successfully complete the training will be eligible to
    apply for full-time positions in VHA Blind Rehabilitation or may be
    placed non-competitively in a position.  Opportunities are available
    following the internships to pursue VA careers through advancement to
    specialized practice and management positions.

KEY REQUIREMENTS:

      * U.S. Citizenship
      * You must sign a mobility agreement that indicates you will accept
        relocation to other geographic locations.

Duties

    This internship is for a Blind Rehabilitation Specialist.  The Blind
    Rehabilitation Specialist functions independently in a number of
    settings including hospitals, clinics, rehabilitation centers,
    long-term care facilities, educational institutions and home
    environments.  This work involves evaluating and assessing needs,
    capabilities and limitations, goal setting and prescribing a treatment
    plan for individuals suffering from blindness caused by injury or
    disease.  The Blind Rehabilitation Specialist study visual and
    non-visual barriers and related processes that result in activity
    limitations, participation restrictions, loss of vocational and
    avocational opportunities, and psychological distress.  The Blind
    Rehabilitation Specialist develops a treatment plan in conjunction with
    an interdisciplinary team to improve the quality of life for blind and
    visually impaired veterans through the development of skills and
    capabilities needed for personal independence, emotional stability and
    the successful integration into community, family and environment. The
    Blind Rehabilitation Specialist is responsible for using and
    maintaining high tech equipment (discipline specific) necessary to
    assist in the veteran's rehabilitation needs and processes such as
    Laser Canes, computer assisted technology, closed circuit television,
    speech output and input devices, and Braille devices.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

    Basic Qualifications:
    All eligibility and qualifications requirements must be completed at
    the end of the academic school year.  All grade levels must have a
    bachelor's degree-major study in an academic field related to the
    health sciences or allied sciences appropriate to the work of the
    position from an accredited education institution.

    GS-7 âEUR" 1 year of graduate level of education OR superior academic
    achievement OR one year of specialized experience equivalent to the
    next lower grade in Federal service.

    GS-9 âEUR" Masters or equivalent graduate degree OR two full years of
    progressively higher level graduate education leading to such degree OR
    LLB.B. Or J.D., if related; OR one year of specialized experience
    equivalent to the next lower grade level in Federal service.

    Substitute education for experience as permitted by OPM Qualification
    Standards.

    Specialized Experience:  In addition to meeting the basic requirements
    above, one year of specialized experience equivalent to the next lower
    grade level in the normal line of progression is qualifying for
    positions at grades GS-7 and GS-9.  This is experience that equipped
    the applicant with the particular knowledge, skills, and abilities in
    applying the principles and a wide range of concepts, principles and
    practices of vision rehabilitation and case management to include
    assessment, treatment.
    Education must be accredited by an accrediting institution recognized
    by the U.S. Department of Education in order for it to be credited
    towards qualifications (particularly positions with a positive
    education requirement.).  Therefore, applicants must report only
    attendance and/or degrees from schools accredited by accrediting
    institutions recognized by the U.S. Department of Education.
