SPECIAL NOTIFICATION:
This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.
The Idaho Division of Vocational Rehabilitation (IDVR) has an exciting opportunity
for a Field Services Chief.

IDVR is a state-federal program whose goal is to assist individuals with disabilities prepare for, secure, retain or regain successful employment outcomes.
Position Purpose: Supervises the Field Services Managers. The Chief of Field Services collaborates with Central Office Administrative staff as well as field management in the development and planning for the provision, expansion, and improvement of rehabilitation services to people with disabilities in Idaho. Responsible for the sensitive and complex functions, that generate successful vocational rehabilitation outcomes. Serves on the Executive Team of the Agency.



Duties:
* Advises and assists the Division Administrator in the development and implementation of field policies and programs.
* Maintains the vocational rehabilitation program through continuing analysis of systems and procedures; evaluates work flow, records management and form control processes; and coordinates case services with Regional and Zone Managers.
* Ensures continuity of field services statewide through coordination of activities with Central Office supervisors and field management.
* Revises the Field Services Manual sections in order to maintain program compliance with Federal and State standards.
* Prepares the State and Strategic Plans in collaboration with appropriate Central Office Management.
* Participates in succession planning, recruitment and retention activities in collaboration with appropriate management staff.
* Provides oversight to the field services budget allotment including allotment dispersement to the field, monitoring of field spending patterns and developing and establishing fees for participant services in collaboration with appropriate Central Office Management.
* Completes yearly performance reviews and evaluations for Field Services Managers.
* Negotiates and approves statewide performance goals and individual counselor performance projections.
* Ensures effective operation and supervision of regional offices statewide.
* Evaluates Community Rehabilitation Programs (CRP) regarding their capabilities in providing timely and adequate support to VR participants including Community Supported Employment (CSE) and Work Services (WS) strategies in collaboration with Field Services Managers.
* Provides policy recommendations to administration regarding special programs (including but not limited to): School to Work Transitions (SWT), Department of Corrections (DOC), Department of Juvenile Corrections (DJC) and Mental Health (MH) in collaboration with Field Services Managers.
* Provides technical assistance to the public and private sector for Section 503 and 504 of the Rehabilitation Act.
* Coordinates services with government and private entities with related programs.
* Implements special programs or projects serving the targeted disability population within the state.
* Ensures program compliance statewide with State and Federal requirements related to the provision of participant services.
* Develops, implements and maintains field service related cooperative agreements and contracts with private and public entities.
* Compiles quarterly and year end federal reports.
* Prepares for and participates in Rehabilitation Services Administration (RSA) 107 reviews; implements corrective action needed when final report is received.
* Performs other duties as assigned by the Division Administrator.
* Extensive travel is required.
Minimum Qualifications:
* A Master's Degree in Rehabilitation Counseling (MRC) or related degree and a current Certified Rehabilitation Counselor (CRC) designation issued by the Commission on Rehabilitation Counselor Certification (CRCC). (Bachelor's Degree with a current CRC designation is acceptable).
* Rehabilitation manager and leadership experience.
* Excellent verbal and written communication skills.
* Excellent interpersonal skills.
* Project management experience.
* Public relations experience.
* Rehabilitation counseling experience.
