[rehab] RSA Rules

Hi,
States, and sometimes individual supervisors and counselors, have been
known to make up rules and blame them on the feds.  The feds don't like
that.  In fact, rehabilitation law and regulations say that information
has to be provided to consumers in their medium of choice, which can be
e-mail.  If e-mail confidentiality is an issue, states often have secure
mail systems that can be used.  Two advantages of face to face meetings
from the counselor's standpoint are: 1) it is easier to intimidate someone
in person rather than via e-mail, and 2) there is no record of the
conversation except the one the counselor puts in the casefile.  So it may
be a control issue.  If that is the case, always take someone with you to
be a witness to the conversation.  If the counselor and/or agency continue
to say that the rule is required by the feds, tell your state NFB
president.  You can also call RSA in Washington DC; if you do so, ask to
talk to your state rep.
