Dick,

Thanks! With these folks, it is all about control! They talk a lot about 
policies and procedures to excuse themselves from doing their jobs and 
using the funds they are paid to manage as those funds are meant to be 
used. They really do not like consumers who come in having learned those 
rules and laws.

So I record everything, one way or another. My partner, who was a 
witness to another attempt at VR for that consulting contract a couple 
of years ago, knows the drill and attends all meetings. He also helps to 
ensure the recording equipment is going at all times so that I don't 
have to worry about it.

I know the RSA was in pretty bad shape during the last administration. 
I'm glad you reminded me about them. If the agency continues with more 
of the usual this time, I will contact them!
