POSITION ANNOUNCEMENT

Position Title:  DIRECTOR
Location:         Springfield, Illinois
Closing Date:   February 17, 2012

The State of Illinois' Department of Human Services is seeking applications for the position of Director of the Division of Rehabilitation Services.  The Division of Rehabilitation Service (DRS) is the lead agency serving individuals with disabilities. DRS offers a wide range of programs and services to assist people with disabilities and their families in achieving their employment, education, and independent living goals.

Position Duties:    Under authority from the Assistant Secretary, serves as Director of the Division of Rehabilitation Services.  Provides a broad spectrum of advisory services to the Assistant Secretary.  Develops and recommends policy and policy guidelines related to planning, development, and evaluation for direct service and consumer advocacy programs.  Provides leadership and management for Vocational Rehabilitation Services, Home Services, Centers for Independent Living, Disability Determination Services, and Education Services.  Services as primary liaison to consumer and advocacy  groups committing the Department and the Division to specific courses of action; provides policy recommendations and direction for DRS.  Services as primary liaison with the federal Rehabilitation Services Administration and the Federal Social Security Administration in the administration of programs and services for people with disabilities.

Position Requirements:   Requires knowledge, skill and mental development equivalent to completion of four years in college with course work in a rehabilitation field.  Prefers a Master's degree in rehabilitation, counseling, guidance, special education, social work, psychology, or a closely related field plus four years progressively responsible administrative experience in the administration, planning, and supervision of a rehabilitation service delivery program for persons with disabilities.  Requires working knowledge of federal statutes related to rehabilitation programs including the Rehabilitation Act and amendments, the Social Security Act, the Americans with Disabilities Act, etc.  Requires working knowledge of eligibility procedures, medical aspects of disabilities, counseling techniques, labor market trends, budgeting, grant preparation and job development techniques.
