Administrative Services Officer 4
Division of Employment and Rehabilitation Services (DERS) and Rehabilitation
Services Administration
(RSA) position is responsible for the management of Services for the Blind,
Visually Impaired and Deaf
(SBVID) Section; which involves planning, organizing, budgeting, directing,
and evaluating through
subordinate managers, the operation of the state wide services of: Business
Enterprise Program (BEP), Deaf
and Blind Program. The SBVID Deputy Administrator is also responsible for
planning, developing and
monitoring contracts and contractors related to above programs; establishing
specialized policy and best
practices for services for persons who are blind and visually impaired or
deaf; reporting on SBVID services;
providing accountability and communications with individual and organized
consumer and advocacy entities to
include Governor's Council on Blindness and Visual Impairment, the Arizona
Participating Operators
Committee, Arizona Commission for the Deaf and Hard of Hearing, and other
specialized advocacy groups.
Knowledge, Skill, Abilities (KSAs):
Knowledge of: federal and state laws, and rules and regulations for
Rehabilitation Services Administration
(RSA) programs including, but not limited to: Federal Rehabilitation Act,
American with Disabilities Act (ADA);
blindness and visual impairment, it's impact on individuals and society;
rehabilitation principles and best
practices in blindness rehabilitation; public social policy related to
blindness rehabilitation; legislative and legal
principles of serving blind and visually impaired persons; deafness, its
impact on individuals and society,
rehabilitation principles and best practices in deafness rehabilitation;
public social policy related to deafness
rehabilitation; legislation and legal principles of serving deaf persons;
principles and best practices in effective
personnel, budgeting, accounting, procurement, management information
systems, federal reporting
requirements, and procurement.
Skill in: issue analysis and problem solving; communication; negotiation;
organization, delegation and
leadership; relationship management with wide range of department, provider
and consumer entities; conflict
resolution.
Ability to: work effectively within a matrix management system within a
large governmental agency and direct
provision of quality services, based upon law, regulation, and policy;
available funding and staffing; multi-task;
communicate and work effectively with a wide range if constituencies;
develop trust among many different
constituencies.
