[rehab] Seeking information on hiring readers and drivers

In Nebraska, we contract with drivers. They are not full time, and get no benefits.
They work when they can, at the will of themselves in the agency. There is no set schedule. I believe we start them at $12 an hour, but I could be wrong. They get a raise after so many years.
