I did not think of it quite like that; it was written by a person without a disability serving an individual with a disability.

Hello, 

this is an interesting topic. You could refer the client to the Client Assistance Program to resolve the issue with the agency.  Maintaining and advancing  employment are supposed to be  priorities for VR agencies. 

This situation illustrates a larger problem with the way ethics are interpreted. When I review the CRC code of ethics, the focus  appears to be written from the perspective of a person without a disability who serves  a person who has a disability.
