[Rehab] fly fishing?

I can't help, but I know it can be done.  My totally blind father tied flies, made fishing rods/poles, and tied weights, flies, lures, and anything else one does to fish onto the line.  He went fishing all over the Northwest, in New Zealand, and in Alaska.

I have a student in my older blind class who wants to go fly fishing, but he can't get the fly on the fishing line. I know nothing about this subject, but I'm looking for an alternative technique to teach him. Can anyone help?
