Sure, use a wire needle threader to put the line through the fly.  There
are specific fishing knots that work with monofilament, which is the
leader at the end of the larger line that floats.

I can't help, but I know it can be done.  My totally blind father tied
flies, made fishing rods/poles, and tied weights, flies, lures, and
anything else one does to fish onto the line.  He went fishing all over
the Northwest, in New Zealand, and in Alaska.

I have a student in my older blind class who wants to go fly fishing, but
he can't get the fly on the fishing line. I know nothing about this
