I respectfully disagree. Planning for screen reader accessibility from the
start is the wisest course of action, as once these programs establish
access for users of screen magnification, they rarely go back and add
accessibility features for screen reader users. It is much preferable to
plan and test for both from the start. I can't tell you how many remote jobs
marketed for blind and visually impaired job seekers are inaccessible to
blind screen reader users because they only work with magnification. I would
like to see screen reader users being made a priority.

Rikki Howe of NIB explained why they are starting their Cisco course with
low vision and then moving to screen readers:
“We are starting with low vision 1st since this is a new program for cisco
working with BVI it gives us time to figure out the virtual capabilities
for the hands on portion of the training utilizing JAWS.”
