Back in the 60s they didn't teach O&M until you were 16 years old.  The
theory was you weren't mature enough to learn and the funding wasn't
available until you were 156. 

So most kids developed bad habits like shuffling their feet and walking
wslowly with their head down.

It wasn't until blind adults advocated for younger kids to learn to use a
cane that things changed.  The O&M instructors objected like crazy but
paents of blind kids insisted on their kids learning to use a cane.

Oh how things have changed.
