How about wind chimes?  Assuming, of course, that wind is a part of your 
normal weather.

If that wouldn't work, I think I'd go with something inexpensive like a 
very basic portable am/fm radio.  You could tune them to different 
stations...country is to the north, classic rock on the south...*smile*

Can you train the horse to stay a certain distance from the fence?  I 
don't know much about horses and it's been forever since I've ridden.  
What would he do if you got too close to the fence? turn sharply? jump 
it? stop     ?
