Nella,

What I've historically used is Microsoft Soundscape, but it's no
longer available for download and will no longer be operational at all
in June. I have some programmer friends who are working on rebuilding
it, but that's a heavy lift. I'll keep you informed. Otherwise I don't
know of anything suitable for large, outdoor spaces.
