Judith,
there are many albinos in the u.s. too.  having no pigment also means 
there's no pigment in the eyes necessary to decode the incoming 
light.  if I remember right, not all albinos  are blind, but many 
are.  no, not blond, as that would still mean some pigment.  hair, 
skin, white.
