How about this;
A weekly prompt, for example, "Night Music," or similar, and a suggested 
word limit of 500 words or so.   in one group, we used song titles.

Alternately, we can have someone (a different someone each week) furnish 
the first line of a story, and ask others to turn it into a short story.
