Add a comma before your quote marks (presuming that's how they do it in 
England?).
I'm thinking that a cochlear implant is a modern scientific invention 
(technological) but your story is magical.   Perhaps you could invent something 
that works similarly to the implant, but call it something else, and modify 
the way it works, so long as it is magical?   Otherwise, it's like giving a 
cell phone to one of the dragons, and feels out of place.
