A comma splice connects two complete sentences.  The phrase "a feeling she never had before" is not a complete sentence, but a dependent clause.  So, no, it isn't a comma splice. To make it a complete sentence, you would say, "She had never felt that way before."  The phrase "a feeling she never had before" is actually an adjective clause, that is, it defines the noun "feeling."  
It's a grammatical point.  I used to teach grammar.  Honest!
