[stylist] NFB files civil rights complaint against Penn State

Donna,
nfbhq is the national office folks, my own shorthand.
wow that's strange.  I'd say send it to Dave Andrews who pretty much 
watches the nfb list master list.  I know I am not hallucinating, I 
did get notice from them about  that issue.
