conspicuously offensive; especially: so obviously inconsistent with 
what is right or proper as to appear to be a flouting of law or morality

"A recent edition of 60 Minutes highlighted insider trading by 
politicians, which at first appeared as a flagrant violation of legal 
law; however, they are not subject to the same rules as the general 
public. Nonetheless, the general public viewed it as a flagrant 
violation of moral law."

Note: It is interesting that prior to the show's airing coupled with 
increased election focuses, a morally driven congressman, now 
retired, could not get his colleagues to talk, support, or co-author 
a bill to change the preferential treatment ruling. However, after 
the show aired suddenly, at last count, there were 61 supporters of the bill.
