As a former VR counselor who has had several people over the years end up
working for the federal government, your article pretty much told it as it
is --- for the particular problem Robert was experiencing. Another problem
for blind federal workers is --- say Robert isn't having the technical road
blocks to doing his job, and say that he does well in this first or second
level position, the odds are, that he'd never be promoted to positions of a
higher level of responsibility and pay --- because he is blind. This
artificial ceiling of discrimination is so wide spread and recognized, that
the NFB Division of Public employees and the NFB as an organization are
working up a discrimination case against the Federal government's treatment
of the blind for not promoting qualified workers and for  the Feds unfair
treatment of going after any blind guy that complains about how they are a
victim of discrimination.
