Hello Sarah Clark,

      I use Scrivener for Mac with my braille display.  It is really easy!   And very helpful for everything you mentioned you need to do.  

      I've never used it on Windows.

     I am also in the beta group for using it on the Ipad and Iphone with the braille display.

     In the last year I've taught myself to use use VoiceOver by using the braille display.  I couldn't learn it by the talking.  I couldn't remember all the commands.  I will admit, some commands you need as a writer are only available by menu, keyboard, or trackpad.   I did learn how to toggle between open windows within Scrivener.
