There are a bunch of regional libraries that now record.  I would 
guess a couple dozen.  Many of them also submit books to BARD.  There 
is no national policy on what is selected by individual state 
libraries, so you will have to contact the Library in your state and 
talk to them.

For books that are done nationally, there is a NlLS section that 
selects books, patron requests are one consideration -- but not the 
only one.  They should be funneled through your regional library.
