Pennsylvania blind visual services asked for no certs, didn't make us take a
test; did not ask for a reference and we did not have to sign a contract.
same with the federal agencies we work with.  And we have found that the pay
out of pocket group, has no money in their pockets to afford the equipment,
software or training.  Our private pay clients are less than 1 percent of
our client base.
We are listed as a vendor in the state computer system and if an office or
case manager wants to work with us, it is up to them.
And yet if we want to request a pay increase higher than the base pay we
came in with, it is a 30 page document to fill out asking us everything but
our blood type and they even want to know why we want/need the increase and
if they give it, how it will benefit them.

Indeed, its been our experience that every single state we have
contracts in absolutely have different requirements, certain
certificates they will accept, or in the case of Texas, a standard you
must meet in regards to training and AT knowledge, they do their
vetting via a standardized state test. Arizona, our home state
requires a degree in the disabled field, and California has no
particular requirements. Washington state again has no particular
requirements as long as you can show based on documented work or certs
that you are able to do the job. being that we have held these
contracts for over 5 years things could have changed. but for us we
don't susually have that problem. most of our RSA business has always
come to us, rather than us having to chase contracts. I've also mostly
slowed on the RSA contracts due tothe private sector being more
profitable and faster to work with. but to aanswer your question, I
would start by calling your RSA HQ in your state capital and start
from there. ask for the administrative staff who handle purcument or
vendor services and ask for the proceedures on how to become a AT
Training provider. also, you might need to start a Simple DBA for
branding purposes, if you don't care too much about brand or mixing up
personal taxes with business taxes you can start out receiving checks
from RSA in your own name but I wouldn't recommend this. If I can
