Rehab clients are not always able to obtain the technology that they
request, often because they are told that the item is not warranted based on
their vocational goal or because the item is too expensive. In addition,
states often look closely at budgets of rehabilitation agencies when state
cost-cutting is thought necessary. It sends a message to those wishing to
cut agency funding every time a piece of technology paid for with public
money is sold by the recipient of that technology. It says that blind
people are making money at the expense of the rehabilitation agency and the
tax payers who fund it. Such behavior may cause agencies to become even
more restrictive with their funding. So, if we sell our equipment paid for
by tax payers we are potentially encouraging state agencies not to provide
similar technology in the future. We are, in effect, saying to our fellow
blind, I got what I needed and I don't really care if you get what you need.
What comes from a rehabilitation is not given to us as a gift. Rather, it
is given to us as a way to help us become fully functioning members of
society.

you don't get it.
i don't care if someone gave a gift or if you saved your own money to
purchase a major technical device then sell it when you don't use it or want
something different.
the issue is with clients of a state agency getting a major technical device
from tax payer dollars and selling it under that situation!

Certainly, if they are trying to sell an item while still receiving services
from the state, this would not be ok. However, if their case has been closed
successfully, either through gainful employment or otherwise, I believe the
equipment becomes the property of the consumer. If that is no longer the
case, or if this varies from state to state, please correct me.

posted an item for sale a few days ago. I purchased a Pac Mate Omni QX440
last year. However, it no longer meets my needs so I would like to sell it.

I think it varies from state to state. Here in Minnesota, for most
customers, we transfer ownership for equipment and software upon delivery,
-- the case is still active. We want to tread adults like adults.
Consequently, if they want to turn around and sell the stuff there is
nothing we can, or should do, as long as they keep meeting their obligations
towards their Individualized Plan for Employment.
I will add two things, first it seems to me that if I legally own something
then it isn't anybody's business what I paid for it and isn't a factor in
selling it. I should get what the market will bear. Secondly, this thread
really is off topic for this list. It has nothing to do with blind
trainers, or training blind persons.

Hi. I have a student who is taking Spanish. There seems to be a bit of a
communication issue between reading the Spanish Braille, reading Spanish in
ms word, and writing Spanish on the keyboard. Was wondering if anyone had
any resources to help this young man.
Also, at his school they have a language lab with a selection of software to
learn Spanish. Has anyone had any experience with things like Rosetta Stone
or Pymslar while using jaws or window-eyes? They have old videos he can
watch but all of the other students are using interactive software.

Hello. I can probably help you with this. Forget Rosetta Stopne, Pimsleur
sill be much better. Yes, rosetta Stone is interactive, but it is also
inaccessible. There are also oodles of podcasts available.
The student should be able to imput Spanish using the JAWS insert+4 dialog
if using JfW. If not, the accents can be entered in word with the use of a
"dead key," ctrl+apostrophe, followed by the letter to accent. I've seen
this not work, nowever, and if this happens it is easy to assign keystrokes
to the accented letters. In braille, there are symbols for each of the
accented letters. Assuming his materials have been transcribed at all
correctly, this should pose no problem.

I've attached how to form the accents on the keyboard. You hold down the
Alt key and press the appropriate numbers on the numeric keypad. Num Lock
must be turned on.

Actually, it is relavent to technology. As we are talking about the
economics of the AT technology. This is an important discussion. Granted it
could have been worded in a way that would not have been so negative on
someone who was just trying to sell a piece of equipment.
I would love to know if anyone knows what California policies are.
