You can certainly run Windows on a Mac.  However, you'll have to run it in a 
virtual environment using either VMWare or BootCamp.  And yes, you can 
install and use Jaws as a screen reader.

I don't use the Mac and you may need some sighted assistance to get this 
properly configured.

I don't know much about VoiceOver, except that it's a screen reader 
available to individuals who use Apple products.
