Job Description:

The Web Publications Specialist works with minimal supervision and seeks
guidance from the Accessibility and Web Support Manager to accomplish
assigned tasks. The position must maintain a positive working relationship
with all levels of agency staff. The web publications specialist ensures
agency websites, online documents manuals, forms and publications adhere to
the policies, procedures, standards and guidelines as defined by DARS and
the Health and Human Services Commission and consistent with

DARS' cultural and philosophical values. Responsibilities include the
creation, testing, and development of accessible web pages, manuals, forms,
and publications that meet WCAG 2.0 and Section 508 standards for both
internal and external content. The web publications specialist creates and
maintains HTML files in coordination with DARS Information Technology
Network and web operations, updates elements in HTML documents, creates and
test tags for accessibility, tests usability of published documents,

maintains a log of document revisions and is responsible for the maintenance
of the DARS manuals and forms page content. This position provides technical
assistance to all levels of staff and is responsible for researching and
documenting new technologies and software applications that may improve the
accessibility of DARS websites and published documents and performs other
duties as assigned. 

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency
leave policy and performs other duties as assigned. 1. Uses HTML development
software and follows W3C web coding standards to code and produce accessible
web pages and web content, processing files for placement in online manuals,
databases, DARS forms catalog, DARS Intranet and Internet sites(50%) a.
Performs quality control measures in all areas of production to assure that
delivered web content conform to accepted industry

standards. Maintains high quality web content by proofreading, checking
functionality, links and standardization of HTML code through manual page
inspection and the use of automated web testing tools. b. Ensures that
content revisions are coordinated and approved with content owners before
publication c. Completes and delivers finished assignments by scheduled due
dates. 2. Works closely with the DARS policy process to track policy
documents and assist with posting documents for review, comment and

final publication (20%) a. Maintains links in new and revised policy manuals
to referenced material in other manuals, the agency's Intranet websites, and
associated external websites. b. Researches online manual content, DARS
internal website, and related Internet sites, and builds links to related
information as appropriate. c. Regularly updates web content and policy
project tracking logs on status of work performed for assigned policy
projects. 3. For each assigned project, coordinates with DARS

Communications, policy analysts and manager to determine scope of project,
publication timeframe, and other logistics to meet web publication
deadlines. (5%) 4. Creates and maintains tracking logs of agency web content
changes on DARSNet and DARS Internet pages including manual revisions and
forms catalog ensuring proper versioning of all content changes(5%) 5.
Coordinates website and content changes with DARS Information Technology
staff members as needed to assure web designs and content function

properly within the DARS network environment. (5%) 6. Coordinates with
content contributors and the DARS Accessibility Team to ensure all DARS web
content and online documents meet agency accessibility standards or have an
approved accessibility exception before publication.(5%) 7. Researches
system improvement ideas, and selects and recommends software, platforms,
apps, scripts, third-party plug-ins style sheet changes, and graphics best
suited for agency web projects (5%) 8. Performs other related

work as assigned. (5%) 

Knowledge Skills Abilities:

. Knowledge of computer operations, systems and procedures . Knowledge of
fundamental web coding, e.g., HTML, DHTML, JavaScript with the ability to
hand code HTML with a simple text editor. . Knowledge of advanced web
coding, e.g., ASP, NET, SQL . Skill in using web development software, e.g.,
Microsoft SharePoint Developer, Adobe Dreamweaver . Skill in using industry
standard image creation software, e.g. Adobe Photoshop, Adobe Illustrator .
Knowledge of the principles, practices, and techniques

for computer programming . Knowledge of database software, e.g., Microsoft
Access . Knowledge and skill in applying web accessibility standards to the
coding of web pages and content. . Skill in using computer equipment and
software in the production of graphic and web designs and printed
publications . Ability to plan, organize and coordinate and communicate
status of work assignments . Ability to communicate technical information
effectively, both orally and in writing . Ability to establish and

maintain effective and harmonized working relationships with others .
Ability to work under minimal supervision . Preferred knowledge and ability
to setup and administer SharePoint Team sites and edit SharePoint web parts
and templates.

Initial Selection Criteria:

. Proficiency with HTML and CSS and related software tools, including HTML
editors; Adobe Acrobat/LiveCycle Designer and Microsoft Office applications;
Photoshop. . Experience designing, structuring, and maintaining websites and
applying Section 508 or WCAG 2.0 accessibility standards; familiarity with
usability testing conducted with assistive technology, . Familiarity with
Microsoft Office and Microsoft SharePoint . . Four-year college degree
preferred. Associate's degree and two years related

work experience required.
