I agree Dave,
We need to have web content accessibility guidelines enforce; code to the 
proper standards as you say.
Its not a good idea to rate websites based on screen reader usability; since 
websites changes and so do screen readers which means while one screen 
reader may work one day well, it may not another day. Too many variables.

I am not aware of any site that does this. I don't think it is a good
idea. We have to use different screen readers in different situations
either because the site isn't coded properly, or the brtowser, or screen
reader aren't handling some html control properly.  The answer isn't
supporting people and organizations who don't do things properly  but to
get people to code to standards, and/or to support those standards and
fully implement them.


Even if this were possible, it would be overwhelming as the screen
reader and its version, the site itself, the browser and its version all
can be variables, so the possible combinations and permutations are endless.
