if you are using an external wired  or wireless keyboard, it’s most likely a button or setting on the keyboard itself that is causing F4 to open windows explorer.  often there’s a switch that controls what the function keys do. Finding that can be tricky. If you have an FN key next to the left control key you could try holding that down with Alt F4 and seeing if it works properly. Sometimes just hitting FM and  eScape can unlock the function keys. If it’s a laptop you can try doing Alt f4 on that. Without a third-party program there’s no easy way to remap Windows key assignments. but I don’t think that that is your issue.
