Hi Scott,
Thank you for such an elaborate reply! Totally agree with your reasoning:
"Actions available" was even once an option that had to be turned off
manually in some previous versions of iOS due to its annoyance. However, I
think you did not understand my question fully, and I may had not been clear
enough.
To quote your statement: "... press space with dot 3 or space with dot 6. If
I don't see something like "delete" or "reply to post" I know there are no
actions available."
And that's the issue: e.g., as we flick down (with space and dot 6), nothing
shows on the display even though VoiceOver is announcing available "actions"
like "Delete", "Clear", "More info", etc.
The workaround I found is to press space with n where the last spoken
message is readable, but it's unreliable and adds to the confusion - not to
speak of redundancy.
I'll try to do more research for, such a common task without feedback in
Braille does not make a lot of sense.

It's a bit of a challenge really. The reason is that if you have "actions
available" popping up each time you navigate from one element to the next,
for example browsing your inbox with the Mail app, it would become very
disruptive. As a speech user, it's much easier to ignore something like this
than it is for a braille only user. The reason is that VoiceOver has no idea
when you are done reading the current line on your braille display, so it
would flash up in the middle of your reading. With speech, VoiceOver can
tell when it's done providing speech output, it can inform the user that
actions are available without being disruptive. The best way I've found to
deal with this, as someone who never uses speech on iOS, is simply to press
space with dot 3 or space with dot 6. If I don't see something like "delete"
or "reply to post" I know there are no actions available. You can also
create a custom command which will announce in speech and display in braille
the current setting of the rotor. E.G. actions, characters, words, etc.
Unless Apple were to implement some kind of toggle which would convey this
information when enabled. having "actions available" For braille only users,
it's my view that displaying each time you navigate to a place where there
are actions available would be a hinderance to most braille only users.
