	Check the assistive touch setting as was stated. If need be, you could reset voiceover back to defaults as well.

It might be worth going into Settings, assuming that you can, and making sure that AssistiveTouch is turned off.

I have a new client whose family may have set up some customizations that are interfering with VoiceOver, as gestures are not interpreted properly. I have re-started the phone and know to turn off voice control, but wonder if there are other things I should look at. I usually set up phones for people, so this is a relatively new experience. This person has declining vision and needs /voiceover all the time.
