Amy,

If this phone is "very new" to the person using it, my recommendation would
be to just do a factory reset and set the phone up again from scratch, at
least if none of the recommendations so far do the trick.

As soon as you've had a bunch of uninformed tweaking going on it's often an
endless rabbit hole attempting to reverse it.  Starting all over again with
a clean slate guarantees you know exactly what's been set up.
