Oh, thank you very much.  That's what I thought, but the travel agent 
insisted on the international certificate.  Since the vet can issue the 
international health certificate, it probably wouldn't hurt to have one 
along, anyway...just in case.

Here's the latest info I have on entering and exiting Canada using a guide
dog.

Special purpose dogs
Assistance dogs that are certified as a guide, hearing or other service dog
are not subject to any restrictions for importation where the person
importing the dog is the user of the dog and accompanies the dog to Canada

Any other dogs will need the International certificate however.  And the
international certificate is issued by your local vet.

My husband and I have taken two previous cruises to Alaska.  This time, in
August, we're going with a group on Carnival.  My husband has a guide dog.
Carnival asks for health information and a certificate indicating Ralph,
(the dog) has had all his vaccinations.  But, our travel agent said we also
need an International Health certificate for Ralph.  We are flying from
Washington, DC, to Seattle, and then, from Seattle to Anchorage, Alaska.
Coming back, we'll be going through Vancouver, BC.  We've never needed an
international health certificate, before, when going through Canada...just
the vaccination certificate.  So, is this something new?  Do we get the
international health certificate from the vet, or somewhere else?
