I think the issue is getting the dogs back into the UK.  Even for Citizens 
of the UK, if they leave their with there guide dogs, the dogs need the 
extensive testing required to get dogs into the UK.  This is assuming that 
you are not taking a UK government approved route I believe.

The UK has one of the oldest Guide Dog Schools in the World.  A lot of there
trainers come her to help train dogs and clients.
