[Travelandtourism] international travel, best rates to developing countries

I have been asked to research which is the best country to base an office
in. The country needs to have consistently best airfare rates to mainly
African countries, but also other developing countries such as south America
and eastern Europe.  Tickets to developing countries should be available
too.
I am thinking Egypt would be about right.
