I think this is the type of info the op was asking about. Just because you can legally do something doesn't mean that one will enjoy the experience.

Having been to Costa Rica, I can say that there are aggressive, and
sometimes feral dogs that might pose a problem to working pups. I believe
this is the case for many Latin American Countries; and I've known folks
that have decided on leaving their dogs behind for such travel. People in
towns and villages often keep dogs as guards or alarms, and, unfortunately,
such dogs often aren't socialized or treated so well--even in a fairly
wealthy country as Costa Rica. On the other hand, I can't really speak to
how such conditions would apply to a well packaged trip with hotels,
beaches, national parks, and bus rides. CR has quite a well-developed and
often classy tourism industry. There are many places that are pretty much
only there for visitors. Maybe the monkeys would be afraid of the pups and
keep their hands off people's picnic baskets.

Hello Mike:
I haven't taken my dog there, I am looking into what is needed to bring your
dog there and not just the question of how they reacted.
If they are allowed in the country, then being a US Citizen it wont make a
difference, especially if you are using the major hotels and not the small
no name ones that might give you issues.
