Peter:

As you know all similar Companies emulate there own policies and procedures. 
So what Islands of adventure elects to do regarding there waiting kennels 
isn't a blue print for how Disney decides what to do regarding there service 
animal policy.

Just like the airlines have there own policies regarding check baggage. 
Personally I sure wish every airline would let us check two bags free like 
Southwest does.  However not going to happen unless you join one of there 
frequent flyer programs.

My personal opinion is Disney's policy will stand up in a court of law 
because they are giving the guide dog user the same option that they are 
giving the regular pet owner.  If they had no kennel option then ADA would 
definitely kick in.  We may not like this however, all they have to give us 
by law is a reasonable accommodations.  What's reasonable?  Now that's 
really subjective.

    I'm sure this one will be sorted out in time. Yes it's true that folks
should learn and use all blindness skills but if you haven't had the chance
to obtain total-immersion training yet have been able acquire a dog and can
use it proficiently you need to have access to it at all times. If Islands
of Adventure can make a waiting kennel policy work successfully Disney
should be able to do the same. They would do well to put this in place
before it backfires on them and they find themselves back in the courtroom
again. It's better to be proactive than to be reactive.
