[Travelandtourism] Service dog?

Does anyone know if the US Justas department has changed the rules regarding
the following. The only thing you can be asked is what service or task does
your dog do for you. They are not allowed to ask for Id unless it is an
airline in the US. Also I do not have to sign a form stating I understand
there service dog rules. Also I saw a bulletin from the US Justas department
saying a service dog did not have to have any hardware on to be a service
dog. All cruse boats docking in the US have to comply with the ADA. 

Carnival cruise line is now stating you have to do all the above including
shot records. This is above the forms you may need to get off in another
country.

 

So do you think they are breaking the law. Should I file a complaint with
the US Justas department.
