[Vendorsmi] Two Docs you Need to Know about

Read these carefully and tell me what you think.  I'll say that the Program won't be fixed just by changing the paperwork.  At the very least, the fix will require Management that understands the importance of personal self-control, why operators' and potential operators' Social Security numbers and other sensitive information must be protected as well as verified, that values Program integrity and performance  over ass-protecting, but I know not to get my hopes up.
