Yes they should although they may find a way to be able to drive they still battle with getting the opertunities that a sighted person may have in the job market

Illinois excludes anyone who holds a valid driver's license from the 
vending program, even if they otherwise meet legal blindness 
requirements. It's actually possible fore some to maintain eligibility 
by foregoing the license.

In Iowa, we passed a rule saying that in order to participate in the
program, you had to surrender your license.  It's an extremely sad statement
to say it had to come to that.

In Michigan, It is possible using a telescopic lens mounted on glasses.  An
opthalmalogist or optometrist certifies that a person can see well enough to
drive, and the vision test is waived by the Secretary of State for a valid
driver's license.

At the same time, a person qualifies as a blind person to be in the Business
Enterprise Program for the blind, and also collect SSI or SSDI if they
qualify under income or work credits earned to receive benefits. 

About 10 percent of the state Business Enterprise program in Michigan are
licensed drivers.

Talk about the best of both the sighted and blind world!

As a blind vendor that has never driven, I have problems with a so called 
visually impaired person in this program that drives. If you can drive, you 
have no business in this program. How can one be impaired when they have 
enough to drive? This insults me completely.
