Greetings colleagues and friends,

>From time to time, vendors and agency personnel have asked the National Association of Blind Merchants to produce some kind of "handy" pocket reference guide to Randolph-Sheppard. At the Blind Merchants business meeting held this past February at the Washington Seminar conducted by the National Federation of the Blind, Nicky Gacos, President, National Association of Blind Merchants, asked that our general legal counsel Susan Gashel make a presentation on the rights of blind vendors. During the question and answer period, Susan suggested that we develop the "Blind Vendor Bill of Rights." The membership asked Susan to begin to draft such a document. Susan brought the draft to the May BLAST conference. She shared it during the state agency training. She also conducted a focus group and presented the basics of the Bill of Rights during the BLAST general session. After receiving feedback from vendors and agency personnel we added a section focusing specifically on the blind vendor bill of responsibilities, as well. The document we are now releasing is annotated. We think this will be a helpful reference. We hope you find this vendor bill of rights and responsibilities helpful.
