Many agencies reduce the fees for special needs children. Often "special needs" may mean an older child or a sibling group, not necessarily a physical or cognitive disability. Our fees for Winona's adoption were about half the "normal" rate. And of course, international is much more expensive than domestic (within the US). There are agencies, such as the FL Baptist Children's Home that don't charge anything for a special needs adoption. At least they didn't 10 years ago!

I think most of the adoption agencies require you to pay the money even if it's a special needs child.
