That amount seems pretty close to what i recall. It is pretty low. Here is a link to APH:

You can also call them with questions...just like a public school gets funds that work out to "x" dollars per student, but are used/ s pent by the district as a whole not individually necessarily, that is how these monies are often if not mostly spent i believe. So your school could say need a new braillewriter, or Braille paper....they sort of can go shopping and buy things all students will use.
