This is what I've heard too.

  While each state is allocated funding on a per child basis, it's simply a formula and does not require the money will be divided between every child. 

Schools/parents can request supplies via quota funds but they may very well be denied because the funds have been used elsewhere, even if their child wasn't the recipient.
