[blindkid] Question about APH quota funds

If a  student doesn't qualify for quota funds doesn't mean that the school
district isn't responsible for all equipment that will give the student
FAPE. Two very separate and different things.  School districts can use the
federal quota fund as a resource depending on how their state is setup. Our
state will allow a non quota fund students to borrow equipment it just will
not purchase items for them which in our state really is paper and books.
all equipment purchased with federal quota funds on on loan to the student
and given back when no longer needed.
