JOB SUMMARY:
The Department of Education's Office for Civil Rights (OCR) is a law enforcement agency charged with protecting fundamental rights conferred in statutes that charge the Federal government with the obligation to ensure that public monies do not support discrimination. OCR operates under the jurisdiction of Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, Title II of the Americans with Disabilities Act of 1990, and the Boys Scouts of America Equal Access Act (Section 9525 of the Elementary and Secondary Education Act of 1965, as amended by Section 901 of the No Child Left Behind Act of 2001).

As a member of the Program Legal Group in OCR's Washington, DC office, a Supervisory General Attorney team leader performs various duties on matters handled by OCR, including matters of considerable complexity.

Managers, directs, supervises the activities of a team that may include, Attorney, Management/Program Analysts, and Equal Opportunity Specialists, and Support Staff, providing general and specific policy, legal, procedural and program guidance to staff.  Serves as legal policy advisor to the Assistant Secretary of OCR, Deputy Assistant Secretaries, Enforcement Directors, and Director of the Program Legal Group, and serves as an expert resource for other managers within OCR. Supervises the development or review of policy, legal memoranda, guidelines, and proposed regulations pertaining to civil rights compliance, and the provision of technical assistance. Directs the review of the Department's and other agencies' proposed regulations and proposed legislation to determine the potential effect on OCR's  regulations and enforcement activities to ensure conformance with civil rights requirements. Review memoranda, and other documents that present pertinent legislative history, legal precedents for potential influence on OCR policies, and recommendations for the resolutions of problems.

QUALIFICATIONS REQUIRED:
General Experience:

Minimum Qualification Requirements: All attorney positions require that applicants show proof of admission to the Bar of the highest Court of a State, Territory, the District of Columbia, or the Commonwealth of Puerto Rico, and current membership in such Bar as would permit the practice of law.

Specialized Experience:

Applicants must possess knowledge of the civil rights laws and regulations enforced by OCR, policy and legal issues related to enforcing civil rights statutes, civil rights theories, principles, and practices, and the role of the Federal, state and local governments. In-depth knowledge of issues relating to disability in education is essential. One year of experience must have been at a level of difficulty and responsibility equivalent to that of an attorney at the GS-14 level.

If you held various positions with the same employer, describe each separately. If you have Federal civilian experience, indicate the highest grade held, the job series and date held. If you had one or more years of professional experience, i.e., legal experience gained after your law degree was conferred, give a full description of the nature, extent, and complexity of work performed. Indicate any supervisory experience and any special educational qualifications such as a second law degree or evidence of superior law student work or activities.
