The university of Washington is pretty accommodating. There are currently two totally blind Ph.D. students in Computing. One is in Computer Science and the other is in Human Centered Computing and Design.

I had a wonderful experience at UVA, but that was a while back (1997-2003). I got an MS and continued on, leaving when I was ABD. (Wow, it seems hard to believe that was so long ago!)

Good luck to you.
