Good afternoon Sarah as a former rehab counselor my self this response does not make any sense to me. I would recommend you appeal this Decision. If you are not successful then I would open a case with your States protection and Advocacy agency. You can find the protection and advocacy agency in your State by visiting www.ndrn.org I hope this information is helpful.
