College students are excepted to The programs, and Seeing Eye does understand that life happens and sometimes you have to move with a brand new dog. I think what they don’t want people to do is pack to move houses right after they get a dog, but I think this is dealt with on a case by case basis because some first year college students get their dogs prior to moving to Campus.
