Hi,

I can say from having taught with it for the last several years Moodle
is quite screen reader friendly.  There are a few minor quirks, but
they are confined to file management when in Instructor mode.
According to their web site and surfing of Youtube Desire to Learn has
a highly accessible CMS.  Not having used it myself I can not comment
first hand.
